Regards, Joachim Dolphin to begin gas supply to Oman Agence France-Presse - 14 May, 2008 Dolphin Energy Ltd said it will begin pumping natural gas to Oman later this year as part of a regional project under which it also supplies gas to the United Arab Emirates. Oman will begin receiving natural gas from Ras Laffan off the coast of Qatar ?from the third quarter of 2008,? the company said in a statement released on the sidelines of a ceremony formally launching the 4.8-billion-dollar project. The company began pumping gas last July to the UAE via a submarine pipeline as part of the project, which has been operational since last year, with gas produced and processed at Qatar?s North Field and then transported to the UAE. France?s Total and Occidental Petroleum of the United States each hold a 24.5 percent stake in Dolphin, with the remaining 51 percent held by the Abu Dhabi-owned Mubadala Development Co. Qatar has the world?s third-largest gas reserves. In February Dolphin said it had achieved its daily target of pumping two billion cubic feet of natural gas from Qatar to the UAE. It will also incorporate lessons learnt from the past two censuses in 1993 and 2003, Development Affairs Under-Secretary at the Ministry of National Economy Shaikh Al Fadhl bin Mohammed Al Harthy said. He added that the 2003 census was ?successful and accurate? as testified by experts and observers. ?As proof of the success, many countries requested to review the Sultanate?s experience while preparing for their national censuses,? he observed. Shaikh Al Fadhl was speaking at the opening of a four-day conference here on Sunday to launch the 2010 census campaign that was presided over by Sayyid Hamoud bin Faisal Al Busaidi, Environment and Climate Affairs Minister. The under-secretary said the exercise would be conducted after analysing the outcome of past censuses held by Oman and other GCC countries. A foolproof methodology would be developed to ensure that it was ?one of the best in the world,? he added. Earlier, National Economy Minister Ahmed bin Abdulnabi Macki, addressing the gathering, including several ministers and other dignitaries, said the Sultanate would considerably benefit from suggestions by leading international experts and organisations in the field. Ali bin Mahboub bin Hassan, Director-General of Social Statistics at the National Economy Ministry, said the Sultanate was ?determined to avail of all the required resources to implement the 2010 census.? He also recalled that Oman, for the first time in the world, had introduced several novel tools and methodologies during the 2003 head-count. "VAT is certainly on the cards and it can come as early as next year," said a Ministry of Commerce official, who did not want to be identified. "The government needs to boost its financial apparatus to reduce reliance on oil revenue." The government relies on oil for about 70 per cent of its income. The maximum VAT rate would be five per cent and apply to "general goods", except in health, said the official, without being more specific. The rate is capped "in consideration of prevailing inflation," the official said. "VAT is definitely happening in Oman and we are sounding out all our clients to prepare for it," Michael Armstrong, managing partner of KPMG, said.
