May I second and reinforce BIll's advice and information about available BSCS
degree programs in the Arabian Peninsula and Gulf region.
1. UAE University in Al-Ain, Abu Dhabi, UAE (just across the border from
Bureimy, Oman)
2. Higher College of Technology (HCT) system - unless it has recently
instituted accredited bachelors' degrees - offers the equivalent of a (U.S.)
Associates degree (AA) in CS and emphasizes preparation of Emiratis for the
remaining two or three years needed to complete BS degree programs offered at
other universities elsewhere (Saudi Arabia, UK or US).
3. Sharjah College of Engineering might offer a BSCS degree or related
bachelor's programs in telecommunications or software engineering.
4. KIng Saud University in Riyadh and King Fahad University of Petroleum and
Minerals in Dhahran both have a range of BSCS degree programs. KSU is
reportedly developing some master's programs in CS and Information Technology
Management (MITM). KSU has an impressive program for software engineers, based
on my observations of some KSU graduates with whom I conducted some advanced
training here in the U.S.
Perhaps the original poster might kindly clarify his meaning of the term about
his seeking a BS CS degree program "for scholars?"
